The ULA has history of providing innovative programming to the communities we serve. Beginning in 2008 the focus of the agency became workforce development, which is the crossroads between an employer’s human capital needs and the skills of jobseekers. This focus led the agency to develop a “demand-driven” model of workforce development services, funded by Workforce Investment Act (WIA) grants through local Workforce Investment Boards. In this model we seek to understand both customers, employers and jobseekers. We are determined to develop a deep talent bank of jobseekers and be able to refer them to open positions until they become employed. We believe we can understand employer needs and make quick, quality matches for the skills they seek to remain competitive and prosper.
