Dave Megenhardt
Executive Director

David has been the Executive Director of the United Labor Agency since 1998. Prior to leading the agency, he held key positions, including Manager of Workforce Services, and created several programs designed to meet the needs of the community. David holds a Master’s Degree in English from Case Western Reserve University and a Bachelor’s Degree from Kent State University.

David is a founding member of Policy Matters Ohio a non-profit policy research organization founded in January 2000 to broaden the debate about economic policy in Ohio. He has been a board member of the Workforce Investment Board, Area 3 and the Governor’s Workforce Policy Board among several non-profit boards and government commissions as far ranging as a literary organization, a film development organization and a project focused on digital inclusion among others.

Ashley Crock

Human Resources Administrator

Ashley began with the United Labor Agency in June of 2007 as an Outreach Specialist. Throughout her tenure with the agency, she has worked with both job seekers and businesses. She has helped individuals by providing career counseling services to identify job opportunities and manage successful education tracks. In addition, she has worked as a recruiter, assisting businesses with placement services. She has served in the roles of Employment Specialist, Rapid Response Recruiter, and Business Services Recruiter, in Cuyahoga, Portage and Summit Counties. Currently, Ashley fulfills the role of Human Resources Administrator for the United Labor Agency.

Ashley holds a Bachelor of Arts in Art Education from Kent State University. Prior to joining the United Labor Agency, she taught Art at the middle school and elementary school levels.

Lead RESEA Advisor

Grace joined the company in August 2023 as an Employment Specialist in Cuyahoga County and was promoted to Lead RESEA Advisor in March 2024. Through the OhioMeansJobs Center, she helps clients access essential resources, navigate their return to work, and maintain eligibility for continued benefits. Grace strives to motivate, inspire, and support individuals on their path to success.

Prior to her current position at United Labor Agency, she had an entrepreneurial background in the service industry as a stylist.

Cuyahoga County Director of Strategic Partnerships

With her thirteen years of employment and human service experience, Amy has developed the ability to work with individuals of diverse backgrounds, life and professional experience to help them achieve career success. Since joining the United Labor Agency in 2004, Amy has grown from a case management role and now supervises a team of 12 case managers and influences service delivery and performance with her solid comprehension of WIA policy and empathy for the experience of the unemployed worker.

Amy holds a Bachelor’s degree in Social Work from Cleveland State University. Prior to joining the ULA Amy was a job developer with WorkTech, Inc. at Community Support Services (Akron, OH) and a placement consultant with TeleDevelopment, Inc.

Crystal Michel

Cuyahoga County Job Seeker Services Program Manager

Crystal Michel joined the United Labor Agency in January 2024 as the Senior Program Manager for Cuyahoga County. She brings with her ten years of nonprofit experience including program management, development, grant writing and management, marketing, and public relations.

Crystal holds a Master of Science in Nonprofit Management from Northeastern University. Prior to joining ULA, Crystal worked as the Manager of Development and Communications for Goodwill Industries EHOS, Council Coordinator for Huron County Family and Children First, and a Development Specialist for the March of Dimes.  Crystal is also the Volunteer Director for the IRONMAN 70.3 Ohio triathlon located in Sandusky, Ohio.

Nick Kapusinki

Summit County Program Manager

Nick started with the United Labor Agency in March of 2015 as a Recruiter on the Business Services Team in Summit County. Later, Nick moved into the Business Services Assistant Manager role in 2018 where he managed a team of 3 Recruiters and then became the Program Manager in February of 2020 where he oversaw a staff of 14. As of 2024 he oversees both Benefit Bridge, a contract with Summit County Department of Job and Family Services supporting individuals that have received a reduction in SNAP benefits to move into self-sufficency, and Summit DD, focusing on recruiting for and retaining Direct Support Professionals.

Nick holds a bachelor’s degree in psychology from the University of Akron. Prior to joining the United Labor Agency, he had longstanding retail experience with Hot Topic and Things Remembered.

Lindsey Parada
Lindsey Parada
Cuyahoga County Assistant Manager

Lindsey joined the United Labor Agency in 2014 as an Employment Specialist. Lindsey worked in that role for 3 years as she learned the ins and out of WIOA, best case management practices, and how to effectively career counsel and provide job search assistance.

In fall of 2017, Lindsey began her role as the Wage Pathway Case Coordinator, a pilot project targeting young adults. This role developed Lindsey’s ability to work more independently as well as providing intensive assessment and barrier removal and employment plans. Lindsey acted as a liaison between referring facilities, public assistance programs, WIOA Youth partners, other community partners and OMJ|CC Business Services.

Once Wage Pathway ended, Lindsey moved into the role of Employment & Training Project Coordinator. This allowed Lindsey to lead and participate in new, temporary or pilot grant program groups, committees or general meetings. Lindsey became efficient in verifying and managing special grant eligibility and service delivery. While acting as the Employment and Training Project Coordinator, Lindsey led multiple programs that received accolades from the grant funding source, state, and Department of Labor.

In 2020, Lindsey began the role of Project & Training Supervisor. Lindsey oversees staff working as Training Specialists and Community Development Specialists to ensure successful service delivery and staff performance measures.

Lindsey holds a Bachelor’s Degree in Human Development & Family Studies with a concentration in case management from Kent State University.
