Position:              Community Development Specialist

Salary:                  $39,000 to $43,000

Location:             Cuyahoga County (Various Sites)

Status:                  Full-time; Permanent; Bargaining member of OPEIU Local 17

 

Community Development Specialists are essential to make sure that the provisions of the services meet the policy requirements and standards.

Skills:

  • strong interpersonal, communication and people skills to be able to write reports and speak in front of several individuals and communicate clearly
  • ability to apply interviewing skills like active listening, open-and-closed-ended questions, supportive responses, giving options, summarizing, identify areas for self-improvement and identify need for education and training
  • skills required to gather data, assess and observe the customer to prepare and compile information necessary to support eligibility determination, appropriate referral/recommendation, employment planning and maintain the customer’s electronic file
  • ability to maintain electronic customer records which includes safekeeping of Personally Identifying Information, protected/confidential information, documents and accurate transference of information into multiple systems and forms

Qualifications:

  • A bachelor’s degree is strongly preferred. An associate’s degree with two years’ experience in the field of vocational counseling/job placement will be considered
  • Proficient use of Microsoft Office tools; Outlook, Word and Excel primarily
  • Ability and interest to build proficiency in using software programs unique to our services; Ohio Workforce Case Management System, OhioMeansJobs.com, PC Recruiter, RightSignature, Callfire and Constant Contact
  • Possess a minimum typing speed of 55 WPM
  • Knowledge of current occupational and economic trends relating to employment in the Greater Cleveland area, a working knowledge of the geographic area/region
  • Possess a valid Ohio Driver’s License and reliable transportation for business use
  • Possess or at minimum have interest in building and maintaining a thorough knowledge of the Workforce Investment Opportunity Act and related regulations, policy and guidance for the Adult and Dislocated Worker program (Federal, State and Local)
  • Ability to prioritize and problem solve when flexibility is demanded, discipline to complete required work, self-confidence in ability to reason and maintain enthusiasm to serve people in need while also successfully satisfying data and documentation requirements
  • Ability to travel between satellite locations daily
  • Must have flexible schedule; Non-traditional hours are required

 

Duties:

  • Identify the needs of community members, partners and organizations, and develop long-term relationships with them towards the goal of employment and training services.
  • Orientation, intake, initial assessment and identification of supportive service need for individuals interested in Adult and Dislocated Worker services
  • Eligibility determination for Adult and Dislocated Worker services (and other programs and grants when available or by directive) supported with document collection, application review and initial assessment
  • Assessment of customers current experience, skill, education to determine marketability as well as their active and willing participation in American Job Center activities including but not limited to partner services, Career Workshop, and mock interviewing.
  • Recommend and provide referrals to other community supports and services whenever appropriate
  • Provide advice and instruction for resume development and guide job seekers through application and interview processes
  • Maintain knowledge of new and active job opportunities developed by Business Services and provide referrals
  • Ensure the customer’s receipt and understanding of all service participation requirements including how appropriateness for training is determined
  • Determine and develop objectives for Individual Employment Plans to coordinate services and guide task timelines both you and the customer are responsible
  • Develop and maintain Individual Training Accounts when necessary
  • Maintain follow-up on On-The-Job or Customized training plans
  • Facilitation of and/or provide assistance to Career Workshop, Recruitments, Rapid Response and assigned community events whenever needed
  • Maintain a schedule that supports your customer’s service needs but also provides time to complete required data and case management including phone calls, emails and walk-ins.
  • Enter and/or maintain the customer’s electronic file and OWCMS record to include case noting, assessment information, enrolling/closing services through recommendation for placement follow-up or exit.
  • Maintain an up-to-date knowledge of internal work instructions and process descriptions.
  • Maintain professional dress.
  • Reports to WIOA Services Manager
  • Perform all other duties as assigned by management and Executive Director of ULA.
